First, I want to thank the board for your actions that you've already taken regarding the ValleyLink project.

I appreciate the county joining with other localities and submitting a letter of opposition to FERC, allocating funding to oppose this project, and retaining legal counsel to represent interests of Louisa County residents.

Over the last several weeks, I've attended Valley Link meetings in both Culpeper and Goochland.

One thing that concerned me was the information presented was not always consistent.

I want to be clear that I am not talking about rumors or social media.

The differing information came directly from Valley Link representatives during official presentations.
01:07:42
At the Culpeper meeting, Louisa County's Data Center growth was discussed as part of justification for this project along with Northern Virginia and Culpeper.

At the Goochland meeting, the focus shifted from Culpeper to Henrico as well as Louisa County and Northern Virginia.

As someone who attended both meetings, that left me with questions.
01:08:04
My understanding is that when data centers first began coming to Louisa County, residents were told there was adequate power infrastructure to support the growth, and I believe the board was also told that by Dominion.

Now we're hearing that major new transmission infrastructure may be needed because of increasing electrical demands.

I think many residents are trying to understand how those two things fit together.
01:08:29
If the need of this project is clear, then the explanation should also be clear.

Over the past several months, I've spent a great deal of time following this project.

I've attended meetings across multiple counties, spoken with residents throughout the region, and followed route changes as they continue to evolve.

What I've learned is that citizens are doing the work.

Some are researching historic resources, others are documenting natural resources, farms, and communities that could be impacted.

Residents are spending countless hours trying to understand a project that could affect their properties and their way of life.

As new routes have been released, more communities have become aware of the potential impacts.

Most recently, residents in Blue Ridge Shores learned that one of the proposed routes could affect their community.

They are now organizing, asking questions and seeking information about what this project could mean for their homes and their community.

This project continues to evolve and new concerns continue to emerge.

As someone who remains opposed to this project, I encourage the Board to continue fighting for Louisa County, continue asking difficult questions, and continue demanding clear and consistent answers from Valley Link.

I would also ask the Board to consider submitting a letter to PJM regarding the recent scope changes to this project.

Since the county submitted its opposition to FERC, routes have changed, additional communities have now become affected and new questions have emerged.

I believe those concerns deserve to be heard.

As a county, as someone who opposes this project, I think we can all agree that Louisa County residents deserve honest answers and a seat at this table before decisions are made that could affect this county for generations.

First of all, I'd ask that the board at some time reconsider reaffirming that we are 2A Sanctuaries County and that a sheriff participate in that we will not enforce unconstitutional gun laws here in this county.

We disagree on our positions on that, but the second and third being the solar farms and the useless wind turbines.

Amazon is the second richest company right behind Walmart and now we're giving them on the fifth year a 5% tax break on those billions of dollars worth of equipment.

Yet Louisans have to pay a full tax rate and Amazon even gets a break on their regular tax rate.

So I've attended and watched several of the dog and pony shows from ValleyLink.

The temporary people they hire know very little.

Having worked for a utility for 43 years, I believe, I've learned to believe very little of what they say.

And none of the information we ever saw, or I ever saw on their maps, was any route over my family's land.

Until last week when I was alerted that it was coming right over the most valuable piece of family land I have.

And according to the website, the statement that they made, and I quote, they have spent the last few months listening to the community.

Well, my question is, that's not hard to figure out, but now do I get another few months for my opposition and listen to me for a few months and get it off of my land onto my neighbor's land?

I'm sure I won't get that chance.

I don't really want on anybody's property.

So this new listing period, apparently we're not going to have one.

But the main question I have is number one route, and that specific number one route, that means something to me, whether they say both of them are the same.

Why is the number one route going in the western end of the county where there aren't any data centers?

And we have three in the eastern end of the county.

So this makes no sense to me.

And I don't want it to impact anybody, but I can't understand why you would have it in the western end.

When you know eventually if you have that much electricity you need, you're going to have to tap into those lines at some point to provide electricity to those three data centers.

I've lived through gas lines going across family property.

Then I-64 took a good part of my grandfather's farm.

And then came a power line over my grandfather's farm.

And then came water lines, designs, crossroads over my grandfather's farm.

And where I live now, conveniently a power line came across in 1965 and it took a big dogleg and it avoided specific people's property.

So first on June 13th we are going to be having our second little sunset series so there'll be live music.

We have over 30 nonprofit organizations and vendors who have signed up to sell items as well as four food trucks and a snow cone truck.

This is a resolution requesting that the board consider a budget supplement to the Louisa County Airport for additional fuel sales.

The airport has sold to date this year almost $420,000 worth of fuel and they sold $56,000 worth in April alone.

So this budget is keeping the budget balanced on both sides.

We've gotten additional revenue and obviously you need to purchase more fuel in order to sell more fuel.

Just of note, our markup on fuel is 15% on Avgas and 20% on Jet A and we do sell a very significant amount of fuel relative to other airports in Central Virginia.

What we're looking to do here is to streamline our process as it relates to the budget process with tourism related entities.

So right now, outside agencies are submitting their budget request in November directly to the finance department and then it's coming to the front of the board and you're deciding okay what makes sense from your perspective and then it's going to the tourism advisory committee and this is for outside agencies like the Arts Center and Historical Society.

So what we're hoping to do is instead have it come to the tourism advisory committee first in late summer or early fall, have them take a look, make their recommendation, and then that information will be provided to the finance department to then go through the budget process.

Ms. Smith can jump in wherever I state something incorrectly, but this is a resolution that would authorize an option and lease agreement with the Towers LLC for communications facility at Zion Crossroads Fire Station.

This entity is interested in placing a cellular tower at Zion Crossroads Fire Station, which obviously is in Zion Crossroads.

We have had our fire administration review the potential location that the tower would occupy.

They have no issue with it.

The agreement which is contained in draft in your board packet contemplates an option agreement to lease the property pending zoning approval.

So the final cellular tower would still need a conditional use permit which you all would consider at a later date.

There's a $2,000 upfront payment for a two-year period.

The final lease agreement is also set forth in this option agreement should the process move forward with zoning approval.

That would be nine five-year periods that would automatically renew at a cost of $1,500 a month and an annual increase of 2%.

That being said, Amazon will also have a discharge permit hearing for the Cuckoo District in June 9th, and that will be held at the Louisa County Middle School, 7 p.m. All invited Cuckoo residents, I've been very proud of them, they've been very vocal getting their opinions heard on this matter.

One of the answers was that air cooling will be sufficient for approximately 96% of the year at the Lake Anatec campus, which I would think would also carry over to the other campus here in the county.

It says at 88 degrees, so if it's below 88 degrees, they're not going to use water.

So they say, so if you take the numbers, 96% of 365 days is 15 days.
