and item G, an ordinance for proposed changes to dog license, first of two readings.

And so I'm wondering why the $10 was chosen when, according to state law, we can go as high as 50, or I think, and I'm not proposing that we do that, but why we didn't find a price point that would have made it come out even, like $12 or $15 for a lifetime license.

We weren't overly concerned about some of the things that you had raised, but we can certainly try to address that if that's the will of the council.

I like the lifetime.

if you want to drop it and bring it back.

Because right now I'm just relying upon what staff recommended.

Would it be throwing off the timing for the implementation of this with the new year off if we waited two weeks and got those numbers?

I mean, we'll make it work one way or another.

This is the first of two readings.

Mr. Brown, I believe, is presenting to us first and then we've got two representatives in the applicant here to perhaps make a, add comments or answer questions.

So what does our opportunity cost for doing this?

It's a little bit of a complicated question because right now those spaces are part of a pool that are overbooked and we share revenue generated by those spaces with Charlottesville Parking Center who is the other owner of parking spaces within the pool.

So I'm glad to like go just for a proportion like you know

When we take these 75 spaces and lease them as reserve spaces to one lessee, then they are removed from the pool and we lose that share of the pool but we gain 100% of the revenues to these spaces.

But what is the share that we lose?

If you look at the first 10-year period, it's a little hard to calculate beyond that, given fair market value would change.

So for Mr. Brown, in regards to, as I was looking at this before, I wrote a couple of things on my phone, so in your opinion, under the city, from the city's perspective, under the bylaws of the garage condo association, like what ability do we have to lease out the spaces to a third party?

And I believe the condo documents require them to be on the roof, which is where they are.

Or is that a closed session?

I'm sorry, I'm not sure I understand your question.

So that we're not taking a loss?

I don't think you would see a premium for the spaces on the roof because I think those are generally considered to be the least desirable of spaces because they're open to the sky.

Yes, that you're locking in rates for this block of 75 spaces for the next 75 years now.

40 years.

So it's, as Mr. Ingle said, after the first 10 years it's a little bit difficult to predict just because we don't know what the market will be then.

whatever additional spaces we take up would mitigate whatever impact there might be perceived in the pricing of our bid.

General question, so when does the shovel hit the ground?

So we're, you know, our commitment to the city is to get it open in the next couple of years in line with the other arrangements that were before this council back in March of this year.

If you could just talk a little bit about how this fits into the puzzle of the Duvery coming to be.

is a much more practical one and that is we need a place to put these cars.

And that is consistent with the bid that's in front of you.

Although this is a maximum of $40,000 the first year and $60,000.

and nobody has signed up from what I can see but if anybody would like to speak about this then this is your time.

I'd just like to know if there are going to be any chemicals involved that aren't already being used, and if so, to know that they're the kind of materials that are appropriate and won't deteriorate our building.

get the city to help it with its profit margin and finance something that I think they should be able to finance if it's a viable business plan.

it's a really tough situation but I think that anyway I just wanted to say I think that in five years when hopefully when it's doing good business all this will look fairly different and even this kind of skepticism has helped improve I think the negotiations that the city has done.

I just think we should be offering it at market rate for their reserve spots on the roof.

And so I just wanted to underscore that.

How are you going to fold it into or on top of everything else?

I think there's definitely elements of the strategic plan that aren't necessarily called recovery, but they're items that would benefit the community as a whole that you all are trying to address.

So in your meetings, does the word recovery ever come up?

No sir.

Since August 12th.

No it has not.

There's all these pieces.

I think when it comes to the efficiency study, again, I think a lot of those are just about operational efficiencies, and they're probably, they're strategic in their own way, but you know, to be honest, we haven't talked much about how neatly the efficiency study recommendations fit in a strategic plan, and I think that discussion will have to be had when we start talking about paying for those things.

Okay.

But like I said, as we get into the budget, that piece will have to be discussed for sure.

Are some people on same teams?

and so that's the discussion we were missing before, at least on the staff level.

So the core team really is like the lead team?

Got it, got it.

What does that mean?

It's just giving us the authority to implement the strategic plan.

And your estimation, has the efficiency of the city government improved?

I would say that because that alone maybe didn't contribute as much to efficiencies as I would like to have had that happen, but now with our new structure with the department heads and the core team, I feel a lot better about that going forward.

Could those replace the P3?

So those various elements that now speak to that are more of the public facing, but the P3 really speaks to our internal process that we're using, which is plan, perform, perfect.

But the public will see mainly the strategic plan goals?

Part of our job is sometimes to critique or criticize things that happen, and this is an area where I think I am just so impressed with your vision for this and the way that it has come out to us.

So, and over the summer with everything else going on.

So, kudos to them as well.

It means a lot.

I too want to praise you and thank you and especially part of this relates to the open data project which is just so exciting and every event I've been to related to this has been overflowing and just really lots of people 20 years earlier than me all very excited.

Who know how to do that type of stuff.

It's sort of like a half clap between.

And it will evolve, right?

And for that one, you could even do a sideways green arrow and say it's on track, but not done.

And you can really hone in on that some more, but, you know.

you know, town halls or something and having a booth where people are tested while they're not asking questions and just focus group them.

and we could have a booth or something and they could look through it and provide you know their input because yeah some of us are looking at it constantly going oh we don't see you know what everybody else is seeing so that would be that's a great idea.

That would be really valuable to start understanding those kinds of kind of forks in the road.

And I've just gotten an email that says that UEA has a data visualization team that would be eager to help.

But they've been providing feedback on the website overall.
