Am I thinking that's how we got to the four and a half in total?

The original intent, it was around three, and that was increased to four and a half in August.

I just wanted to make sure in my head I understood where the Haven and Premier Circle fit together.

I'll ask, we'll speak a little more about Arpit Housing in a little bit, but I'll ask our Department of Social Services Director Kaki Dimmick, would you like to take that question?

So this is specifically related to The Haven's day shelter operation.

And I guess my question is, does that provide the flexibility that we might need as we're doing the upcoming market study?

I want to put you on the spot if you'd like to have something that you would love to have said.

Does that make sense?

You know where I'm going with this because we have critical positions that and we're in trouble with retaining and recruiting and I just wanted to make sure that or ask if that could provide that fund could provide us some flexibility if we needed it as we go through the the uh that market study or even as we go through the year after July 1.

Flexibility may be out there both in the short term and the long term, and maybe providing that in that context will assist the board.

Millian unassigned, not two.

I think when I mentioned that it was kind of a high level, but 1.7 is what is unallocated in the art preserve for the board.

As we talk in the next section of this presentation with the Department of Social Services about the housing fund and what flexibility exists there, that would be a good time if we need to have any additional follow-ups on that question.

Supervisor LaPisto-Kirtley?

250 okay and does that cover the entire counties or mainly in just one area?

Those would be those that would be in the jurisdictional boundary of the Albemarle County super authority.

Oh okay okay so it's not just in one district it's all over.

It would be, that boundary, I don't have the math quite in my head, but it tends to be close to there, so you wouldn't see it in some different areas, yeah.

Other ways of being able to fund it, is this in addition to that or in lieu of?

If the board were to make policy decisions in the future that may be a you know kind of a different discussion but currently in the 23 budget there's one million dollars to implement this program funded by this arbor reserve.

One and done, so to speak, and there'd be no way to recoup any of these monies to help with future needs in this area, specific area.

But right now it's really focused on the implementation of the, just the first phase on both the kind of construction service side and also working with those who may be eligible to kind of structure that program with ACSA.

On page 27 you mentioned the grants and I guess I was questioning those are competitive grants for us are they not?

I think that's one of the things we're waiting to hear particularly with this money that's coming through the infrastructure laws how exactly will those funds be delivered to us to address local needs and so it's hard to gear up for something we're not sure whether it will be broadly competitive will be competing with just a local region or state or eastern seaboard or what so those are a combination of methods reflected on that

I appreciate it.

But are any of these potential categories something that is decision making happening in the future?

I know some of them are decision making is in the fall.

And what we can do is bring timelines attached to these sort of outside funding opportunities to our April 20 session.

And you think that will that address, will that cover our needs or mostly cover our needs that we have?

And so there is a factory, sadly, but at the moment that will address the known need in this very moment.

The 250 homes that are currently septic that we need to address, the monies that we've allocated, will that address those needs?

Gunnar can speak to that since she's the one who's done the math, but I understand that is the average number, the average cost for repairing, for making those repairs was used in that calculation, so there could be some that come under that cost and then there could be some that come over.

Supervisor Galloway?

So I don't remember if this was board meeting or work session, but the current housing fund, at some point in the last month or so, we did approve the project manager position in Southwood.

I believe that was in the January work session, so that balance of $140 million is after that approval.

We can add that to the list and some options the board can consider for that.

Supervisor Andrews?

It is the same $3.31 million just defined differently from each step along the way.

I have no further comments really at this time just for more discussion and questions with

Supervisor McKeel.

Is that correct?

It's now $21.9 million, so it's about a $3 million.

About a $3 million, okay.

Yes, if you're able.

At this time we're coming to the county and if it's the county board's desire to have us seek a meeting with the schools we would happily do that.

Thank you and I take it Supervisor Malek you are concluded so Supervisor LaPisto-Kirtley.

you'll be able to charge for other, not the county of course, but other entities, private parties that would want to, will they be able to rent space for meetings and such and will you be able to, would you be charging them?

Beyond that, if there are for-profit entities or organizations with whom we do not have relationships, yes, we would charge for use of the facility outside of those three times.

I can't remember if you had the bulk of it done or if you've done the bulk of it over the last two years.

Just kind of capitalized on whatever relationships we had we had started and and those that we got a chance to speak with were you know generally supportive of moving forward with this project.

What I'm leaning towards, have any asks been made of those localities to give funds?

Thank you for that opportunity to clarify.

Does that make sense what I'm asking?

We're hopeful that the county can help us out with the remaining gap.

So I don't know, Andy, if I guess if I were directing staff that this was going to come back up, I think I heard you ask, do we need to come up with options if the board's interested in providing funds, is that correct?

If we can get clarity from the board on their desire to move forward or not, then we can proceed accordingly with what we can bring back to the board to assist them in that final direction.

Is what I'm stating clear enough, Andy?

The majority of the board is on all of these questions, but this is really a discussion that we'd be working towards today just as the board continues to go through comments of how can we come back with a proposal that's responsive to what the board needs to ultimately make a decision on this project and the overall fiscal year 23 budget.

Was the Y a lump sum or was that spread out over a couple of years as well?

Most recently it was just completed earlier this fiscal year.

Have I given you what you need for that, Andy?

That can certainly be considerations we bring back to the board in terms of how to best proceed.

When this opens, what do you see the impact being on your operations and your operating budget?

Just kind of based on the impact that could befall our area if we don't have great out of school time programming.

So I really appreciate what you're doing.

Supervisor LaPisto-Kirtley, I saw your hand up.

And so without knowing exactly what that would look like, it's sort of just a general structure based on what I've heard from the board to kind of bring back these alternate options and where that funding may come from.

And Mr. Pierce, I understand you, the opening is in the fall, so this is kind of, I take it the money you need is more on the urgent side rather than over time, is that correct?

It's really organization and community focused for you to ask that.

Mr. Pierce, what are the non-club hours that would make the facility available for Albemarle County public school use?

And then in the evenings, the club space would be open and we often have other building uses during the post 5.30 time in the summer.

And I look forward to getting the options back and how best we can structure this, not only for the Boys and Girls Club, but for the county and our budget process as well.

certainly the board still has that flexibility that may go on between um you know other reserves whether it be the housing fund or the board's capital advancing strategic priorities reserve but we can certainly recap what those items are and what some of those items are flexibility prior to bringing back to the board menu of options so certainly if there are other items the board would like to see something different in the budget whether it be more or less or whatever that may look like that would also be extremely helpful feedback for staff today as we prepare for the final month or so of the budget process

I'm hopeful I did that in a nice bow so that the board and the public can understand how we're doing this.
