Board of Supervisors Budget Work Session #5   3/29/2021

As our chair, Supervisor Galloway, is working from his office in Richmond, I will run the meeting today in order to minimize any potential disruptions that might occur.

At this time, I believe I turn it over to you Mr. Richardson for you to introduce our presenter.

Burch, I'll go ahead and turn it over to you and let you take over.

So it's that my sense of one time money should not be used for salary increases or positions unless there's an understanding that they are temporary positions, right?

I think you use it very strategically in certain areas.

For which?

How might we tweak and change some things?

And you may have answered that later and I missed it.

I think it might be a mix depending on how technology is categorized, but I would, in looking at kind of the intention behind it is really educational resources for the loss that has happened with our children, with education.

I'm concerned that the prices on construction are going up quickly.

Can we use this money, essential workers premium pay, to cover any of that?

So I don't know that the timing would work out in order to use this funding.

But what you're saying is we really don't know all the specifics of that or can you broaden that at all now?

Sorry, there you are.

It's broad right now and we're in the early stages of thinking about the programs that we've done and how they would connect going forward.

I don't know if you have a comment about that Jeff.

based on staff feedback and also what is allowable within the context of the regulations.

Because you're talking about that other money that would be coming from for us specifically for revenue offset.

This is just kind of this placeholder that we think we're comfortable in looking at this first tranche of about 3 million.

So I think I might have just missed that the additional money, this is what I thought, so you will correct me, that this additional money over and above the $21 million that we would get is specifically for revenue offset.

No, it's part of the $21 million.

So other money in addition to the $21 million that you talked about.

That's the one that's confusing right now.

And I'm assuming, and are colleges getting, are colleges getting money specifically directly to them along with

It would be one of those community partners, Supervisor Palmer, that we would look to to see what funding they're getting.

Can you speak specifically again or revisit what that entails, what's going in there?

For mortgage and rent relief, is that what you mean, Chair Gallaway?

Yeah, can you just remind me where that's going to plug in at here?

We will keep you apprised of that though, where it's coming once we figure out how it would get to our community members who might need it.

that if a position comes forward that's something like this that is that I agree we should be thinking of as one-time money but it can't just be oh let's get get what we can out of this position for the next year if it's a position worth bringing on and ongoing then we think of it in the same terms as we did with those fire positions even though the grant money is going to pay for it for the initial few years and that's just my thoughts on that I'll leave it at that thank you vice chair

If the board by vote today agrees that this is the general outline, we would be able to modify or change the amounts in each of those buckets once we've preferred more details with the regulations and everything.

For legal reasons, basically throughout the entire time period that this money is available we could make changes as long as we haven't already made an obligation for that.

And so we must remain cautious on everything that we do about this money because as you and the other supervisors have reiterated, we have to be very cautious not to expend ourselves using this money into a financially perilous position with ongoing expenses once this money is out.

And where we're all concerned is that, as I mentioned, $180 million of capital projects right now in the books, and that we really have to think through and understand the prioritization with them to make sure that we do get the funding spent in time for projects that we've identified are going to be funded from the source.

Supervisor Mallek?

Does that have, I know that goes until 2024, but I mean, are you looking for that to be spent first in any given timeline?

And that will all make a lot more sense once we get through the next session, the next section of this discussion.

Supervisor Palmer?

Or was the guidance really focused on the first tranche?

No, it was focused on the total amount that it would be delivered over two tranches to be expended by December 31st, 2024.

And that's something that's clear on the federal level.

Does that mean it is then therefore underway or does it absolutely have to be finished, paved, seeded, grass growing, done?

They are out the door.

So we have to really think about projects that can get done quickly.

Yes, we will all be so much better at playing with puzzles after this.

I guarantee you we will be confused.

It's not an approval, it's really just an endorsement that sets forward in motion what staff needs to gear up and prepare to bring back to the board for consideration.

So I just wanted just to clarify for the board that as it was scoped, the consultant was doing what was being asked.

So there was a shift in scope between when the board talked about it and when it was sent out.

That is correct.

Because I was thinking in my mind that we could put the passive recreation parks types of things in a health bucket, but I didn't see a discussion of a health bucket, so I don't know if there is a health bucket.

I don't know that though as we speak today.

I'll stop there.

I just wanted to clarify that.

I just don't know at this point, but we will look specifically at that, given it has come up several times in our conversations, and I think it's important for us to know and be able to share with you all.

Or is that something that's already been done by the previous board to an extent that we could piggyback onto?

I am going to ask Mr. Richardson, are you able to address that?

Then we could, you know, we have a little bit more time, but obviously these things are not going to happen overnight.

Trevor, can you jump in and tidy up anything that I've said and then a Western Park improvement?

Bea, I don't know if that answers your question, but there has been elements of work that has been done on all three, some more than others as far as the dedication.

Am I correct?

That has been done specific for artificial turf at Darden Town.

Okay, could part of that be used for just the location of, I know we'd have to redo it if it was an artificial turf, if it was natural grass, we have to do the whole infrastructure, but the location would remain the same or maybe not, maybe the location wouldn't even remain the same, I don't know.

Without going into a deep dive on that project, what was proposed was putting artificial turf where existing grass turf fields are now.

Am I incorrect?

This was an area that we added to the water sewer piece to focus the effort for the elderly on that piece.

completely or I guess that it's fungible and we can move it somewhere else if we can't use it.

That sounds great to me as long as we're going to discuss that one more time.
